In 2023, there were 660 reports of bear incidents on the California side of Lake Tahoe. About a third of them were “home invasions.” That November, a bear broke into a house in Downieville, northwest of Tahoe, killing and partially eating a woman inside. It was the first fatal black bear attack in California history. Behind these changes, writes Jordan Fisher Smith, is a struggle between wildlife managers and animal rights activists.
